Family Self-Sufficiency Program

ALL HOUSING CHOICE VOUCHER RECEIPIENTS ARE ELIGIBLE TO PARTICIPATE IN THIS PROGRAM!!

 

The Family Self-Sufficiency Program (FSS) is a program designed to assist low-income families and individuals in breaking their dependency on public assistance programs. It helps them to achieveeconomic self-sufficiency by collaborating withschools, businesses, welfare agencies, and other local partners to develop a personalized savings and development plan for each family. As part of participation in the program, an escrow savings account is set up for each family; at the successful completion of the program, the savings account is theirs!

Interested families should contact ACHA to set up a meeting with FSS program staff. (The head of the household must be able to attend the meeting.)  At the meeting, an FSS counselor will assist the family in developing an individual needs assessment. Once needs are determined, goals and objectives are integrated into an action plan. The family then signs a Contract of Participation (COP) that states their commitment to following through with the plan designed for them. The plan can be revised to address changing circumstances and may encompass multiple years.

 

As soon as the action plan is established and agreed to, an escrow savings account is set up for each participating family. As the family’s earned income increases over time, a portion of that increase is deposited to the FSS escrow account on behalf of the family. The monthly deposit will increase as the family’s income continues to increase. At the completion of the contract and certification that no family member has received public assistance for the past twelve months, the family is then entitled to the money in the escrow savings account. There is no restriction on how the money is spent, but families are encouraged to take advantage of ACHA’s Homeownership Opportunities Program.

 

From subsidy to self-sufficiency, with a savings account and homeownership counseling thrown in to boot! And these services are FREE to all Housing Choice Voucher recipients!
